Разрешения на выезд из страны китайцы смогут получить только в чрезвычайных случаях. Правительство будет строго проверять каждое заявление на поездку в другое государство. Также Лю предупредил об эпидемиологическом контроле, который будут проходить товары, импортируемые в Китай.
Любой транспорт, въезжающий в Китай из другой страны, подвергнется проверке на наличие следов коронавируса или зараженных людей. Пограничные службы усилят контроль за нелегальной миграцией, чтобы предотвратить проникновение инфекции в КНР. Китайские пограничники также наладят взаимодействие со своими коллегами из прилегающих стран, чтобы повысить эффективность мер против распространения болезни.
